You don't mention what type of iPod you have, or how you are connecting to your Windows system.
There is a known problem with both Nanos and 5Gs, documented by Apple, that they will not connect to most USB 2.0 ports implemented via add-in cards -- only USB 2.0 ports implemented on the PC motherboard.
The work-around here is simple: don't attach a Nano or 5G to a USB 2.0 port from an add-in card. Attach it to a port connected to the motherboard, even if that port is just USB 1.1. It will be slow, and Windows will give you a "this device could perform faster" message, but it will probably work.
If you have an older iPod with both USB and Firewire, try connecting it to your Windows system using Firewire. The add-in card problem doesn't seem to occur with Firewire (aka IEEE 1394).
BTW, USB 2.0 add-in cards using the NEC chip do have a fighting chance of working with an iPod. The popular ALI USB chip means no-chance-at-all. You can see which chip a USB add-in card uses via Control Panel->System->Hardware->Device Manager.
Hope this helps.
